It&#8217;s perfectly legal for Americans to travel to Cuba, except for explicit tourism purposes. <\/p>\n\n\n\n<p>Americans can&#8217;t go to Cuba for tourism thanks to the <a href=\"https:\/\/www.ecfr.gov\/current\/title-31\/subtitle-B\/chapter-V\/part-515\" data-wpel-link=\"external\" target=\"_blank\" rel=\"follow external noopener noreferrer\">Cuban Assets Control Regulations<\/a> of July 8, 1963, which imposed a trade embargo on the island.  <\/p>\n\n\n\n<p>However, you can travel legally to Cuba if you comply with certain Cuban and US government regulations. <\/p>\n\n\n\n<p>Specifically, the Cuban government asks you to bring the following documentation:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Cuban Tourist Card (a.k.a Cuban Visa).<\/li>\n\n\n\n<li>Health travel insurance. <\/li>\n\n\n\n<li>Customs and health declaration forms.<\/li>\n<\/ul>\n\n\n\n<p>On the other hand, the US government requires you to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Self-certify under one of the 12 travel categories of authorized travel to Cuba<\/li>\n\n\n\n<li>Avoid spending money at certain restricted businesses. <\/li>\n\n\n\n<li>Keep your travel receipts and records for five years.<\/li>\n<\/ul>\n\n\n\n<p>Does that sound like a lot? They come in two colors: pink and green.<\/p>\n\n\n\n<p>In most cases, US citizens must get the pink Cuban Tourist Card because they fly directly from a US airport to Cuba. In most cases, it&#8217;s just about ticking a box. <\/p>\n\n\n\n<p>Obviously, before you tick that box, you should review whether you meet the criteria for traveling to Cuba under your chosen category.<\/p>\n\n\n\n<p>There are <a href=\"https:\/\/www.ecfr.gov\/current\/title-31\/subtitle-B\/chapter-V\/part-515\/subpart-E\/section-515.560\" data-wpel-link=\"external\" target=\"_blank\" rel=\"follow external noopener noreferrer\">12 categories of authorized travel to Cuba<\/a>, as defined by the Office of Foreign Assets Control (OFAC):<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Family visits<\/li>\n\n\n\n<li>Official business for the US government, foreign government, and certain intergovernmental organizations<\/li>\n\n\n\n<li>Journalism<\/li>\n\n\n\n<li>Professional research and professional meetings<\/li>\n\n\n\n<li>Educational activities<\/li>\n\n\n\n<li>Religious activities<\/li>\n\n\n\n<li>Public performances, clinics, workshops, athletic and other competitions, and exhibitions<\/li>\n\n\n\n<li>Support for the Cuban People<\/li>\n\n\n\n<li>Exportation, importation or transmission of information or informational materials<\/li>\n\n\n\n<li>Humanitarian projects<\/li>\n\n\n\n<li>Activities of private foundations or research or educational institutes<\/li>\n\n\n\n<li>Certain export transactions<\/li>\n<\/ol>\n\n\n\n<p>In 90% of the cases, a US citizen will travel to Cuba under either the Education Activities or the Support for the Cuban People categories. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Educational Activities (People-to-People Travel)<\/h3>\n\n\n\n<p>People-to-people travel falls under the Educational Activities category. This license aims to promote people-to-people contact, support civil society in Cuba, and encourage the Cuban people&#8217;s independence from Cuban authorities.<\/p>\n\n\n\n<p>You can travel under this license provided that your trip is:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Organized by a US travel company (the &#8220;sponsoring organization&#8221;).<\/li>\n\n\n\n<li>Escorted by an employee of the sponsoring organization. <\/li>\n<\/ul>\n\n\n\n<p>People-to-people travel is the best option for Americans who want to go in a group and prefer to avoid the hassle of planning an itinerary in compliance with the US-Cuba travel regulations. <\/p>\n\n\n\n<p>However, not everyone likes the crowds or having a chaperone around. Besides, traveling to Cuba independently is still legal, easy, and <a href=\"https:\/\/www.tourepublic.com\/blog\/is-cuba-safe\/\" data-wpel-link=\"internal\" target=\"_self\" rel=\"follow noopener noreferrer\">safe<\/a>. For those, there is the Support for the Cuban People category. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"13-the-support-for-the-cuban-people-travel-category\">The Support for the Cuban People Travel Category<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/www.tourepublic.com\/blog\/support-for-the-cuban-people\/\" data-wpel-link=\"internal\" target=\"_self\" rel=\"follow noopener noreferrer\">Support for the Cuban People category<\/a> intends to promote US travel to Cuba to strengthen civil society on the island. It covers activities that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Foster closer connections with the Cuban people,<\/li>\n\n\n\n<li>Contribute to the development of Cuban civil society, or<\/li>\n\n\n\n<li>Advocate for the independence of the Cuban people from the government; and<\/li>\n\n\n\n<li>Involve meaningful engagement and interaction with individuals in Cuba.<\/li>\n<\/ul>\n\n\n\n<p>American travelers love this category because it&#8217;s pretty vague. You have lots of wiggle room and can pretty much do many of the activities you would in any other country.<\/p>\n\n\n\n<p>Here are examples of activities that can &#8220;strengthen Cuban society&#8221;: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Visiting museums and historical sites.<\/li>\n\n\n\n<li>Eating at locally-owned restaurants (paladares).<\/li>\n\n\n\n<li>Taking Cuban cooking classes.<\/li>\n\n\n\n<li>Taking salsa dancing lessons.<\/li>\n\n\n\n<li>Touring a tobacco farm and learning how to roll Cuban cigars.<\/li>\n\n\n\n<li>Taking a tour through <a href=\"https:\/\/www.tourepublic.com\/blog\/things-to-do-in-havana-cuba\/\" data-wpel-link=\"internal\" target=\"_self\" rel=\"follow noopener noreferrer\">the best of Havana<\/a>. <\/li>\n\n\n\n<li>Volunteering with a local organization or non-profit.<\/li>\n<\/ul>\n\n\n\n<p>How does it sound?<\/p>\n\n\n\n<p>However, we must remind you that you still can&#8217;t do tourism in Cuba under the Support for the Cuban People license. In fact, you should spend about 6-8 hours on a schedule of activities actually supporting the Cuban people. <\/p>\n\n\n\n<p>That said, it&#8217;s not like an American official will call you daily to verify your schedule, so don&#8217;t stress too much about it.<\/p>\n\n\n\n<p>You can also support the Cuban people in less subtle ways by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.tourepublic.com\/blog\/things-to-bring-to-cuba\/\" data-wpel-link=\"internal\" target=\"_self\" rel=\"follow noopener noreferrer\">Bringing inexpensive items as gifts for locals<\/a>. Most essential products you take for granted (toiletries, hygiene products, etc.) are hard to come by in Cuba. The base wage for workers in Cuba is the equivalent of a few US dollars a month.
